Procedures, rules and regulations for renting a car in Dubai and terms for breaching the policies
Renting a car in Dubai is one of the easiest ways to explore the emirate at your own pace, but it comes with a clear set of procedures and rules that every driver should understand before signing the agreement. Knowing them up front protects your deposit, keeps you on the right side of the law, and makes the whole experience smoother.
Before you book
Every rental starts with eligibility. To rent a car in Dubai you must be at least 21 years old (25 for premium and luxury vehicles), hold a valid driving licence, and present the original — not a photocopy — at pickup.
- UAE residents need a valid UAE driving licence and Emirates ID.
- Tourists need their home-country licence plus an International Driving Permit, or a passport with the entry stamp for GCC and select countries.
- A credit card in the main driver's name is required for the security deposit.
At pickup: inspect everything
Before you drive away, walk around the car with the agent and note every existing scratch, dent, or chip on the condition report. Photograph the bodywork, the fuel gauge, and the odometer. This five-minute habit is the single best way to avoid disputes when you return the vehicle.
Always confirm the fuel policy in writing. "Full-to-full" is the fairest — collect the car full and return it full to avoid refuelling surcharges.
Rules of the road
Dubai enforces traffic law strictly through an extensive network of radars and cameras. Fines are linked to the vehicle's plate and passed on to the renter.
- Speed limits are clearly posted; most have a small buffer, but never rely on it.
- Seatbelts are mandatory for all occupants.
- There is a zero-tolerance policy on drink-driving — the legal blood-alcohol limit is effectively nil.
- Using a handheld phone while driving carries heavy fines and black points.
Breaching the policy: what it costs
Violating the terms of your rental agreement can be expensive. Common breaches include taking the car outside the UAE without written permission, smoking in a non-smoking vehicle, allowing an unregistered driver behind the wheel, or returning the car damaged or excessively dirty. Each of these can trigger penalty charges deducted from your deposit, and unpaid traffic fines are settled from it as well.
Returning the car
Return the vehicle on time, at the agreed location, with the same fuel level you received it. Late returns are usually charged by the hour up to a full extra day. Once the agent re-inspects the car and confirms there are no new damages or outstanding fines, your deposit is released.
